Position: Operations-Program Analyst

Responsibilities:
In support of this effort, the Operations / Program Analyst will provide:
- Financial planning, programming, and budgeting expertise in the maintenance and execution of delivery order level documentation for Fiscal Year funding.
- Draft Independent Government Cost Estimates for approval and signature by the Contracting Officer’s Representative (COR)
- Review all contractor cost proposals or estimates regarding work to be performed for accuracy, technical compliance, and conformance to policy guidance, and make recommendations for acceptance, modification or rejection by the COR;
- Prepare technical evaluations for each cost proposal submitted by contractors for execution;
- Review for accuracy, and recommend to the COR approval / rejection of – or adjustments to – all contractor invoices;
- Maintain and track debits and credits to linguist accounts;
- Routinely review and analyze automated reports to reconcile the financial status of the Contract Linguist Program;
- Track overall contract expenditures, and track and report weekly on funds availability, expenditures and balances at the delivery order/sub-account level;
- Draft and maintain annual spend plan with proposed funding targets, and prepare appropriate related documentation in support of the annual Program Objective Memorandum (POM), Budget Estimate (BES) / Integrated Program and Budget Review (IPBR), and President’s Budget (PresBud) submissions, principally based on detailed reviews of budget proposals / submissions and the development of assessments regarding their feasibility, completeness, and accuracy.
- Prepare periodic, ad hoc reports detailing current or projected Program status, and making recommendations regarding any issues surfacing there from.
- Prepare weekly Linguist update reports tracking vendor fill rates.
- Prepare and evaluate CLPSO vendor Award Fee Evaluation report quarterly.
Education and Skills:
Masters degree in related field or Bachelors degree with 10+ years experience serving as the focal point for answering financial questions. Must have a working knowledge of the planning, programming, budget, and execution (PPBE) process. Must be familiar with Government and/or agencies Directives. Working knowledge and/or familiarity with the automated cost reporting and scheduling hardware and software used to support the ordering Office.
