The Program Manager will be responsible for various areas within non-medical Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). The position requires ten (10) to fifteen (15) years experience, of which at least ten years must be specialized in a leadership role supporting laboratories in Aberdeen MD, and CBRNE Sciences. Experience should include oversight responsibility supervising or managing one or more of the following areas of the business processes, functions or tools:  Biosciences, chemical and biological (CB) detection; information systems technology; protection and decontamination sciences; toxicology; aerosol science; obscurants and veterinary services.  Candidate must also have a strong background in acquisitions, contract management. Candidate must be familiar with laboratory scales and prototype experiments; must also be able to design, adapt and perform computer based studies on CBRNE materials, and have the ability to prepare and analyze CBRNE materials as they relate to the contract. Candidate will be responsible for organizing and facilitating meetings with government personnel.  Prior experience supporting RDECOM, DTRA, or JPEO is a major plus!!

Responsibilities:

Key responsibilities include directing multiple teams and providing support services for the following functional areas: Financial Support Services; Strategic Planning and Policy Development; Business Process Re-engineering; and Training.  The Program Manager will organize, supervise, manage, and direct employees assigned to the contract; serve as the authorized point of contact for assigned tasks; provide monthly reports on the status of work in progress; and monitor project activities to ensure that all contractual requirements are being met in a cost-effective manner and within budget limitations. Other duties will include, but not be limited to, estimating labor hours and time phasing of individual tasks, tracking and managing funding and expenses, determining target dates for work completion, monitoring actual work efforts and comparing them to the work plan, and advising management of potential problems related to projects and staff. The Program Manager shall have a firm understanding of all aspects of the contract and shall be familiar with project management practices to ensure timely and cost effective management of contractual requirements. The Program Manager should also be familiar with the Acquisition Management System (AMS), and shall possess demonstrated experience in managing contracts of a similar type and size 

 

Qualifications:

Masters Degree in engineering, business, architecture, or science and 7 years of relevant experience; OR Bachelor’s Degree in engineering, business, architecture, or science and 10 years of relevant experience; OR 15 years relevant experience. In addition, the candidate must also possess 5 years of specialized experience in the direct supervision and management of major projects that involve providing professional support services and/or the integration, implementation and transition of large complex systems and subsystems. Current or previous experience with FAA is a major plus!

Security Requirements

Position requires, at minimum, a Secret Security Clearance.
